Ma Wen Fights against Corruption

May 31st, 2009

Ma Wen, 60, was appointed Minister of Supervision of China on March 17 during

the recent NPC session in Beijing.

She is the first woman minister for this department since the title of

Ministry of Supervision was restored in July 1987.

She is also deputy secretary of the Central Commission for Discipline

Inspection of the Communist Party of China (CPC) and head of the National

Corruption Prevention Bureau.

Focusing on Prevention

The National Corruption Prevention Bureau, China’s first ever anti-corruption

agency, according to the State Council, was established in Beijing on September

13 last year.

At a press conference held that day, Ma Wen, the newly-appointed head of the

bureau, explained the reason behind and the significance of creating such an

organization.

“We will have a special team to concentrate on fighting against corruption

and setting up an index system of measuring a clean government as well as a

preventive system against corruption,” said Ma.

“How to save the cadres, who have attempted to commit crimes, is a critical

issue.” Media critics said.

Early in September last year, Wu Guanzheng, secretary of the Central

Commission for Discipline Inspection of the CPC, published an article in Qiushi

Magazine on preventing corruption from the very beginning.

Capable, Modest “Sister Ma”

One of Ma’s classmates recalled Ma’s characteristics.

“She was one of the eldest in our class and we called her ‘Sister Ma.’ She

was very capable but not arrogant. She would always happily join us when we had

gatherings, and knew how to maintain her identity properly in the meantime.”

Born in Wuqiao, Hebei Province in July 1948, Ma Wen began working in 1968 and

joined the CPC in 1972. From September 1978 to July 1982, Ma Wen studied Chinese

History at Nankai University. After graduating, she became deputy secretary of

the CPC Committee of Nankai University.

In August 1989, Ma Wen was appointed deputy director of the publicity

department of the National Family Planning Committee, and then the deputy

secretary of the committee’s CPC Committee.

In September 1997, Ma Wen became member of the Standing Committee of the

Central Commission for Discipline Inspection of the CPC. From January 2004, she

has been the deputy secretary of the commission.
.
Ma Wen was “capable,

modest” and enjoyed a good reputation when she worked as the deputy secretary of

the Central Commission for Discipline Inspection of the CPC, Caijing(Finance)

Magazine once reported.
